Early Life and Education 

 

     Alfredo Lim was born on December 21, 1929, at the Emmanuel Community Hospital in Tondo, Manila. He came from a family with mixed heritage; his mother, Rosario Siojo, was a Filipina with Chinese ancestry, while his father, Alfredo Lim Sr., had roots in Antique. Sadly, his father passed away before he was born, and he grew up facing many challenges in life. During his childhood, he was raised by his grandmother and later by his godmother after his mother remarried. Despite the hardships, he remained focused on his studies. He finished his elementary education at P. Gomez Elementary School and completed high school at Far Eastern University. He later earned his law degree from the University of the East, which became the foundation of his long and successful career in public service.

 

 

 

Career in Law Enforcement 

 

     In 1951, Lim joined the police force and began what would become an extraordinary journey in law enforcement. He started as a patrolman and slowly climbed the ranks through hard work, honesty, and bravery. He became known as a strict and fearless officer who never tolerated corruption or crime. During his time, he received more than 40 medals and 400 commendations, making him one of the most decorated police officers in Philippine history. One of his most notable acts was returning all the money recovered during an operation to the rightful owner, down to the last centavo, which earned him the reputation of being "Mr. Clean."

 

     He held several important positions, including Superintendent of the Philippine National Police Academy and later Chief of the Western Police District. During the 1986 EDSA People Power Revolution, he showed his love for democracy by refusing orders to harm the people gathering on the streets. Because of his integrity, President Corazon Aquino appointed him as the Director of the National Bureau of Investigation (NBI) from 1989 to 1992. It was during this time that his tough approach against criminals earned him the famous nickname "Dirty Harry," after the fictional movie character played by Clint Eastwood, known for his no-nonsense style of fighting crime.

   Joining the police in 1951, Lim rose through the ranks with unmatched integrity. He received over 40 medals and 400 commendations. Famous for returning every centavo of recovered money to victims, he earned the nickname "Mr. Clean". As Chief of the Western Police District and later Director of the National Bureau of Investigation (NBI), his tough stance against criminals made him a household name. During the 1986 EDSA Revolution, he refused orders to disperse civilians, showing his commitment to democracy.

 

Political Career

 

In 1992, Alfredo Lim decided to enter politics and ran for Mayor of Manila. He won the election by a landslide and served his first two terms from 1992 to 1998. As mayor, he launched aggressive campaigns to clean the city of illegal drugs, prostitution, gambling, and corruption. He was very strict in implementing discipline among his people, and his slogan "Magaling na Lider, Disiplinado" became very popular. He also founded the City College of Manila to provide affordable education to the poor.

 

After his first term as mayor, he ran for President in 1998 but did not win. He was later appointed as Secretary of the Department of the Interior and Local Government (DILG). In 2004, he was elected as a Senator of the Philippines, where he continued to pass laws that protected the welfare of the people. He returned to serve as Mayor of Manila again from 2007 to 2013, proving that he was still the leader trusted by the people of the capital city.

 

 

 

Cause of Death

 

    On August 8, 2020, Alfredo Lim passed away at the age of 90. The cause of his death was complications due to COVID-19, during the height of the pandemic in the country. He was confined in a government hospital in Manila before he breathed his last, leaving behind a legacy that will never be forgotten.

 

 

 

Burial and Cremation 

 

     Following his death, his remains were cremated according to the wishes of his family and tradition. On August 29, 2020, his ashes were inurned at the Manila North Cemetery, where he now rests peacefully among other heroes and great leaders of the nation.

 

 

 

Legacy 

 

Alfredo Lim leaves behind a legacy of honesty, bravery, and selfless service. He was a leader who walked his talk, showing that it is possible to be powerful yet remain humble and clean. His "Dirty Harry" image reminded everyone that crime does not pay, while his "Mr. Clean" reputation inspired many public officials to serve with integrity. He loved Manila and the Filipino people deeply, and he worked hard to make the city a safer and better place to live.

 

In honor of his great contributions, the Manila City Council declared August 8 of every year as "Mayor Alfredo S. Lim Day." He may have left this world, but his name and his works will always be remembered as a symbol of true leadership and love for country.
